Corruption Award to President Karzai

The word ‘corruption’ is now an integral part of Karzai Administration. In Afghanistan, there are several definitions for the corruption and each definition has unique characteristics. Despite several documents drafted on anti corruption measures, where sound and practical solutions have been recommended to cope with this chronic evil. Recipes for curing corruption have been good enough for the consultants to have a presentation and publish them in fancy papers, and then leave them to the mercy of those who themselves are involved from feet-to-mouth in corruption. In fact, these reports then further enable them to have their corrupt tactics changed in the wake of new curbing mechanisms!


While going through a recent article on ‘Afghanistan’s decrepit reality’ by Matt Guttmann, one can find, among others, two breathtaking points; vis-à-vis the military gains made by Afghans in the past and the current corruption phenomenon in the country. On the triumphant side, he refers to the major military conquests of the Afghan nation such as by ejecting history’s greatest superpowers, from the Mongols to Queen Victoria’s Tommies to the Soviets. On the corruption side, unfortunately, this victorious nation seems to be defeated. He further goes on and talks about one US contractor who complained that the bribery is insufficient in Afghanistan, and that at least in the former Soviet Republics, a single well-placed bribe will get you through the whole process.

From the above revelation, one can fairly judge the extent and depth of the pervasive corruption that exist in this country and which has no matching example in the rest of the world. Being fed up with this deep-rooted bog, Afghans and foreigners working in Afghanistan are reluctantly seemed to have been looking for single well-placed bribe source in order to avoid time consumption in approaching different players in this unjustified and frustrated practice. In the last five years old history, for the first time the bribe took an official and written shape where a high-level official issued a receipt on paper against a kickback deal that had been struck between a construction company and the government officials in relation to awarding construction contract to the former.

The receipt says that of the US$ 75,000, US$42,000 (45,000) has been received in connection with the kickback deal signed between the two parties. The rest of the amount will be transferred once the company received the full contracted amount upon completion of work. Thanks to the jealousy of those within the concerned ministry who were not part of the deal, disclosed it. The deal then made its way to the Parliament where, as usual, height debate took place. Fortunately, as a result the expert minister was dismissed along with his accomplice.

To the surprise of all, the minister’s accomplice has been reappointed as a senior figure within the government, while the poor minister is still on the waitlist. The word ‘impunity’ has been fully materialized in Afghanistan. The credit for this incredible achievement goes to the well-suited and coated administration of Karzai. Anyway, president Karzai has already received numerous awards on different topics, yet he deserves another award, i. e. Corruption Award by all convincing accounts! Who will come to the rescue of this country is another daunting challenging task for the international community, as the national leaders have miserably failed in implementing their mandate of the state building. Afghanistan has been an experimental ground in fielding different kind of personalities in order to reduce the level of corruption. These personalities include, among others, warlords, Afghan origin of westerners, mullahs, religious leaders, writers, think tanks, and so-called technocrats. All have been tested and, except a very few ones, the rest proved to be in one way or another heavily involved in corruption.

The interesting and bizarre aspect of corruption is that when you approach a government dignitary, he will be the first to lose no chance in referring to the widespread corruption in the administration. Then the visiting delegation is caught by surprise that despite the wider recognition of this menace nothing has been done to have it mitigated. The word corruption is now part of the daily politics, particularly for those who themselves are involved in this heinous crime. 

Now the only formula that is left is the introduction of strict Islamic System in the country. The question that who will run the Islamic System is yet another daunting challenge. The current so-called moderators are the main players in prolonging corrupt system in the country. If Taliban are brought back, then they will be the only source that can reduce the corruption level. 

As is apparent, several formulas have been tested and failed. Now the only formula that is left is the introduction of strict Islamic System in the country. The question that who will run the Islamic System is yet another daunting challenge. The current so-called moderators are the main players in prolonging corrupt system in the country. If Taliban are brought back, then they will be the only source that can reduce the corruption level. How will Taliban join is another difficult dilemma. What form of government that would be if Taliban were accommodated within?
